Stephen E. Cramer

Dr. Cramer is currently a member of the Educational Psychology (EPY) faculty in the College of Education at the University of Georgia. He has been working in the areas of research, evaluation, and measurement since 1982. Coming from a background of Peace Corps, ESL teaching, social work, and staff development, he was introduced to research design and statistics while working in the Educational Research Lab of the UGA College of Education. After completing a Ph.D. in Educational Psychology at UGA in 1984, he worked for the Educational Testing Service in the Chapter I Evaluation Technical Assistance Project, doing training, test construction and analysis, and programming for data analysis.

After a short period designing and delivering instructional modules for Equifax Services, he moved to the Georgia Department of Education’s Assessment Division, where he worked on most of the Department of Education’s testing programs for both teachers and students at all grades. He also provided technical consultation for other testing programs, and other research and measurement consulting chores. During this time, he taught graduate and undergraduate research design courses for Brenau College, Emory Medical School, and UGA.

In 1992, Dr. Cramer moved to the University of Georgia, where he has taught Research Design and Measurement courses in the EPY Department, served as Associate Director of Georgia Center for Assessment, directed the Academic Computing Center statistical service, and various types of consulting. His work at GCA has involved him in the development of multiple choice and performance assessments, scaling, standard setting, and report design.

In August, 2014, Dr. Cramer retired from UGA, but returns with Emeritus status to teach and work with graduate students.
